{"id":37631,"date":"2022-05-17T23:12:44","date_gmt":"2022-05-17T19:12:44","guid":{"rendered":"https:\/\/havasar-infohub.am\/%d5%ad%d5%b8%d6%80%d5%b0%d6%80%d5%a4%d5%a1%d6%80%d5%a1%d5%b6%d5%b6%d5%a5%d6%80%d5%b8%d6%82%d5%b4-%d5%a3%d5%a5%d5%b6%d5%a4%d5%a5%d6%80%d5%a1%d5%b5%d5%ab%d5%b6-%d5%b0%d5%a1%d5%be%d5%a1%d5%bd%d5%a1%d6%80\/"},"modified":"2022-05-17T23:15:05","modified_gmt":"2022-05-17T19:15:05","slug":"parliamentarians-discuss-steps-towards-realizing-gender-equality-in-osce-parliaments","status":"publish","type":"post","link":"https:\/\/havasar-infohub.am\/en\/parliamentarians-discuss-steps-towards-realizing-gender-equality-in-osce-parliaments\/","title":{"rendered":"Parliamentarians discuss steps towards realizing gender equality in OSCE parliaments"},"content":{"rendered":"<p>The OSCE Office for Democratic Institutions and Human Rights and the OSCE Parliamentary Assembly today held a joint web dialogue on \u201c<a href=\"https:\/\/oscepa.us1.list-manage.com\/track\/click?u=29842c1c8782f1a5cc6f1ee42&amp;id=3a6c951b52&amp;e=27227ad9cf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" shape=\"rect\">Realizing Gender Equality in Parliament: Transforming Institutions, Delivering for all Women and Men<\/a>.\u201d More than 120 parliamentarians and experts in the field of gender-sensitive parliaments and women\u2019s political participation exchanged views on how national parliaments can work to mainstream gender in their composition, structures, operations, and working methods, as well as their everyday work.<\/p>\n<p>In her introductory remarks, OSCE PA President Margareta Cederfelt (Sweden) noted that modern societies have recognized that gender inequality remains a fundamental impediment to progress and prosperity and that this must be addressed across social, economic, cultural and political lines. Sweden, she pointed out, has achieved gender balance in parliament without quotas, accomplishing it instead through fostering gender equality in society.<\/p>\n<p>Noting that male leaders have a key role to play in transformation of parliaments to achieve gender equality, ODIHR\u2019s First Deputy Director Kateryna Ryabiko stressed that \u201cit is vital that parliaments enable the meaningful participation of women MPs and parliamentary staff in all their internal processes, including lawmaking and parliamentary oversight processes.\u201d<\/p>\n<p>To assist parliamentarians in this regard, ODIHR, in co-operation with the PA, undertook a study of good practices and lessons learned on the gender sensitivity of 46 national parliaments in the OSCE region. The research, conducted in 2020 and 2021, resulted in development of the resource \u201c<a href=\"https:\/\/oscepa.us1.list-manage.com\/track\/click?u=29842c1c8782f1a5cc6f1ee42&amp;id=2e4d3fbb84&amp;e=27227ad9cf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" shape=\"rect\">Realizing Gender Equality in Parliament: A Guide for Parliaments in the OSCE Region<\/a>,\u201d which outlines concrete steps to support the full range of parliamentary actors \u2014 from parliamentary leadership teams, members of parliament, and political and parliamentary staff, to parliamentary practitioners and civil society organizations dealing with gender equality issues \u2014 in transforming these institutions into gender-sensitive parliaments.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-37627\" src=\"https:\/\/havasar-infohub.am\/wp-content\/uploads\/2022\/05\/parl-guide.jpg\" alt=\"\" width=\"600\" height=\"853\" srcset=\"https:\/\/havasar-infohub.am\/wp-content\/uploads\/2022\/05\/parl-guide.jpg 600w, https:\/\/havasar-infohub.am\/wp-content\/uploads\/2022\/05\/parl-guide-211x300.jpg 211w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>Dr. Sonia Palmieri, ODIHR\u2019s International Expert, emphasized that \u201cchange occurs where there is sufficient political will, irrespective of the political system, parliamentary composition or state of development of a parliament.\u201d She added: \u201cEnsuring parliamentary gender sensitivity is a continuous process. With this guide, ODIHR is supporting both the OSCE region, and the world, with an updated account of how that work is progressing, and practical guidance on how to persevere.\u201d<\/p>\n<p>During the debate, participants and experts exchanged views and lessons learned on concrete ways parliaments and inter-parliamentary fora such as the OSCE PA can assist parliamentarians to advocate for gender equality, including in times of crises. The OSCE PA\u2019s Special Representative on Gender Issues, Dr. Hedy Fry (Canada), underlined the severe impact of COVID-19 pandemic on gender equality overall and in politics. \u201cThe pandemic has made it more difficult for women to participate in the political sphere \u2013 a participation that was already affected by violence against women parliamentarians,\u201d she said. \u201cThe pandemic has increased the proportion of unpaid care work carried out by women, resulted in greater employment loss for women than men, and further reduced women\u2019s financial power and time availability.\u201d<\/p>\n<p>Emphasizing the importance of the newly developed guide, Dr. Fry stressed the vital role of parliamentarians in advocating for gender equality adding: \u201cAs parliamentarians, we must leverage our power to promote gender-sensitive representation and lawmaking in our legislatures.
